SPDC declared only Graduated person to serve as Village Council Chairmen

23 January 2009: The Burmese Military Gov't in December 2009 declared that only graduated person must be appointed as the Chairman of Village Peace and Development Council.

"SPDC announced this in December which said only Graduated person shall be appointed as Block, Village and Track chairman. However, when it is to implement is not mentioned in the statement" said a local.

 

 A local from Hakha told Khonumthung that villages around the country will face if this order is materialized as the criteria imposed by SPDC will not meet with many villages where graduated person are not available.

 

"Most educated fellows have gone to foreign countries, and are very rare in the village. And the villagers will dislike who graduated from other countries to be the village head" he reiterated.  

 

Regarding Administration, it should not be depended on educational degree, it should rather decided by their own community. Their own community should elect their head, who got actual quality to run good administration for their own community, said a local from Kalemyo.  

 

“He reiterated the criteria of the chairman shall be of his or her personality rather than appointed or order to serve from the above”.

 

Though SPDC is preparing to hold General Election in 2010, the general people cannot understand what the regime doing in the local level administration. 

 

“We are in difficult position to understand what the regime is saying. SPDC said the general election is going to happen in 2010. If so, this kind of forming administration will no more require. The election has to effect all administration from central to village level. It makes us wondering that whether 2010 election will really happen,” said a local from Tidim.

 

2 years ago, SPDC tried to substitute the villages chairmen of Southern Chin State, such as Matupi, Mindat, Paletwa and Kanpetlet with the person who passed matriculation but all failures. – Khonumthung News.
